it is ok
as far as the gpa is concerned in usa 85% is the passing mark, for us it is 33% so the grading as such is diffcult to do, u can send all ur documets to www.ece.org for evaluation. they will tell u every thing. as far as i know ur gpa probably comes around 2.8- 3.0 am not sure how they do it.
gpa, work experience, strong recommendation letters decide a lot about ur addmissibity.
for the financial support, in state universities they look that every student get financial aid, for stepient one should have very high gre score. dont want to disapoint you. but once you get into some university u can apply for on campus jobs, like teaching assistanship.
i am sorry i am not from engineering back ground , so dont know about colleges. i know universities near my place, they are hopkins, - maryland u can apply in maryland college they dont ask for very high score, i will see what other colleges fit ur criterias will let u know
by then why dont you write some impressive sop that also matters.
