Agree this is very confusing..let me take a stab.. I think, we need to understand the hypothesis. Its very confusing... I thought of C first, but it needs assumption and even after that it is not sufficient. Students are allowed to spend less time ( as then leave and come back) so if we assume they smoke when they go out actually - it becomes B, which is better w/o this assumption. If Students are don't smoke outside then, actually anti-smoking program worked because they are spending less time in School now.
