thanks! I didn't know that 'if only because" is idiom I searched and I got the following info on the idiom. ‘If only because X’ means ‘X is a good enough reason alone, but there may be other reasons too’. Please correct it if needed.

My understanding is that in this case talk is of the emission of certain pollutants. Read it like like 'less gases/emission of certain pollutants' e.g. certain pollutants are X,Y,Z. so less of certain pollutants here will imply less amount of gases of X,Y,Z. Here we are not talking whether fewer pollutants among set of certain pollutants are getting emitted. Please correct me if I am wrong

Thanks! I now noted the use of 'consider' Earlier I used to think like: Consider X Y doesn't require as in b/w. but X is consider Y requires 'as' in b/w but that is not required in this case also.
