Foreign pharmacist means that you studied outside the USA, and has nothing to do with being a citizen or not. You have to take the TOEFL even if you were born in the USA. Foreign nurses and physical therapists have to take the TOEFL for visa screening, not for the board.

ETS reports the score no matter what it is. (Remember there is no pass or fail in TOEFL:idea:.)
