IMO C we have filtered down to A and C. A says oil company can not have more than one motive. So what if that motive is really saving otters. In that case Environmentalist argument falls apart. IMO it should be D. A leaves enough ambiguity to be inferred in both ways. What if more time spent online is outweighed by connecting less frequently? As per D popularity = More time spent online. IMO best option.
