Also 'had been' as it's used here implies that the "spectacular scale" had been connected by a complex... rather than the structures themselves being connected by the roads.

No, I don't think so. have been shifted.....by earthquakes etc. implies that it is the earthquakes and other similar phenomena that have caused the shifting rather than the plates shifting by themselves. If the sentence read 'have shifted from their previous positions by earthquakes'... it would mean the plates were previously located next to the earthquakes but have since shifted to a different location. This wouldn't make any sense as earthquakes are not physical structures.

The three of them combined make up the circumference of the circle. => Arc ABC = arc AB + arc BC = 24; => Arc AB=12=arc BC => 12 * 3 = 36 = circumference of the circle. => Pi*diameter = 36 => Diameter = 36/3.14 ~ 11
