I am also in Louisiana. I called the board and I was told that they accept hours as volunteer( the only thing is that you cannot start counting unless you have an intern license....which requires a SSN). So....we are back to square one.
Also they told me that the intern license is available only for one year. So it's not wise to apply for one unless you have an offer.
Where are you located in Louisiana?
