Agree with should for Q1. However for question 2, I think answer should be D. Toipc here is about oxygen and not water. So we have to suggest some alternative explanation which shows that Oxygen is not derived from Water but from some other source.

I am sorry, it is not tense error, but this construction is changing the meaning of the sentence..I think usage of will be is wrong.This sentence is saying that person X believes that company Y will be certain to do something in future. Many financial experts believe that policy makers at the Federal Reserve will be almost certain to leave interest rates unchanged for the foreseeable future In choice E,.. Financial experts .. is ...(should be "are" here)...So again I was wrong. it is subject verb agreement error and not the tense error...
