I am sorry, it is not tense error, but this construction is changing the meaning of the sentence..I think usage of will be is wrong.This sentence is saying that person X believes that company Y will be certain to do something in future.
Many financial experts believe that policy makers at the Federal Reserve will be almost certain to leave interest rates unchanged for the foreseeable future
In choice E,.. Financial experts .. is ...(should be "are" here)...So again I was wrong. it is subject verb agreement error and not the tense error...
