I vote for C though It's a little confusing: The idea is to compare: % students in England that take exam in college vs % students in Northern Ireland that take exam in college For example choice B Compare % students taking the exam in college vs % students taking the exam in Northern Ireland...no sense, so out. For similar reasons I ruled out choices A and E.
