  1. From your explanation it seems . "it" refers to cost . I am still not getting what "they" refer to . Is it travellers or is it Vacations ? :( Explanation from Bob , "It" here has no antecedent . It's not really a pronoun . It's the subject of the impersonal verb "seemed" .
