Now lets look at C first and that will help us understand why C is a better choice. The author is trying to emphasize that a particular style of speech was/had been common up until this new Soviet leader broke the rules. So something had started in the past....was being practised in the past and it has now come to an end. We could have squeaked by with a simple past, had the author not mentioned 18 years but when you are using a verb to describe an event that started in past has continued for a specific time period and has gotten over now then use past perfect continuous.
