Do you know why your visa was rejected? I don't see what the relation between visa and GRE. GRE is just for program you applied for. If you already got admission, why your interviewer needs to evaluate your GRE?

Since you have been doing research quite long, you probably know who is the best in your field. You can contact them and discuss a litle bit about what you are interested in. By that way you surely got a suitable supervisor to you.

if you apply for Fall 2007 and you graduate by then, you should be OK. As long as you hold you BS degree before entering graduate school (not necessary befor sending out your application), you are eligible to apply.
