X means not to Y Similarly rescind means to take back. And Order would be to order something, which is the opposite of take back. We can rule out the others as the analogy is not the same. We can exculpate(free from blame) a victim. Similarly desecrate means to desanctify. And Shrine is a holy place. We can or cannot desecarete a shrine.
